Billy Ray Rudd, 50, of the first block of S. Fairview Circle, a retired senior highway construction inspector, died May 24, 1993, in a hospital.

Mr. Rudd was born in Paducah, Ky., and retired on Jan. 1, 1993, from the Virginia Department of Transportation after 30 years of service. He was a member of Cornerstone Baptist Church in Portsmouth and Disabled American Veterans, Chapter 22. He was an Army veteran of Vietnam and received the Bronze Star of Valor while serving in Vietnam.

Survivors include his wife, Joyce Rudd; two daughters, Michelle Ray Rudd and Lisa Danette Rudd, both of Portsmouth; his mother, Lucille R. Rudd; one sister, Pat Peyton; and two brothers, Robert Clifton Rudd Jr. and Paul E. Rudd, all of Paducah.

A funeral will be conducted at 1:30 p.m. Thursday in Snellings Funeral Home, George Washington Highway Chapel, by the Rev. Ron H. Jones. Burial will be in Meadowbrook Memorial Gardens. The family will receive friends in the funeral home from 7 to 8 p.m. today. Memorial donations may be made to the American Cancer Society.
